So I found a house that clearly is in bad shape . After looking it up on the tax assessor website I found out its 56k past due in Taxes from 1996.    My question is how do 20 years go by and the house never gets auctioned off?

@Jerral Williams another option is to use Hard Money to finance the first year and rehab cost on the property. Then refinance with a conventional mortgage. Look at all the info on here regarding the BRRRR process. There are some hard money lenders in Houston that will help you minimize your out of pocket expense.

@Tom Chen Id look at getting with a national chain and taking on a property management company. Or at the very least get in with priceline and expedia. 

But if its the hotel I think it is.  Getting away from hourly will be hard.

@Tom Chen I'm a manger at a Hotel.   First advice is NEVER allow hourly rentals. LOL. That area is going to be tough for good clientele. Is it part of a national chain or mom and pop?
