These programs are going to be super region specific, sometimes even specific to one part of a city or town.  I would start by calling two or three local lenders.  Also you can sometimes find a lot of information on your city or town website about different programs.  Your lenders will be your new best friend.  some of them love down payment assistance programs, some of them don't so call around till you find the ones who love them.  Also a local realtor may know the lenders that work those programs frequently.

Maybe college rentals would be a great starting off point.  Have you listened to the podcasts or read the forum posts that focus on college rentals?  They might give you some concrete first steps toward the goal.

You wont know until you try.  Is your realtor willing to write up lower offers on these units.  If so I would just target each one as they reach that timeline.  If they don't accept, move on to the next one.  If your realtor is not willing to try this strategy you may need to find a realtor who is.

I am not a property manager but in my state I give sixty days notice.  I give the notice on a day that co-insides with their lease end date, so If their lease ends June 30, I give notice On or before April 30, and state that their move out date will be June 30, if that makes sense.  Im not sure exactly what is required in your state

Can you refinance to lower interest rate and take the cash out to buy another home or two with bank financing? Rent out your current home, buy another home to move into as well as buy another home to use as an investment? It really depends on where you want to be investing.
