Does anyone know of a good foreclosure listing service for Fort Bend County, Texas? I haven't found any good ones yet. I'm currently searching in the real property records foreclosure listing, but it's inefficient. Any help is appreciated.

 I believe it varies by jurisdiction. Here in Texas - Harris County, the clients will hire their own realtor. Lawyers may provide referrals.

Don't hold, just buy under value and sell at full price.

Would take a hard look at your target market.  Higher end markets will still keep developing (they have the liquid assets).  Lower end price points will hold off.

Depending on the size of your location, only build out half of it out.  Or it might be less expensive Longterm to develop all of it at once.  Depends on your size.  When you say utility lines, do you mean down the roadways?  Talk with your utility company to see if you or they pay.  If you mean internally, again determine if you can do partial or not.

Since you're in Houston, contact Jin Ahn my cousin (Realtor) and say hello to her.  Say hello from me and have a general conversation.  She is more into Commercial, but should be able to give you some insight.

 I want a property manager working exclusively with my company. I haven't had good experiences with property management companies here in Houston.

I'm thinking of purchasing land from the outskirts of large cities than building out the utility lines so they're ready for purchase. The issue is how long I'll be sitting on them since the economy is slowly going down. In particular, I'm looking into Texas. Any insight from investors and developers?

 I may be bias just because I'm in Texas but there's a good amount of beachfront for a decent price compared to California, Oregon, and Washington.  Look into Corpus Christi, South Padre Island, and Galveston. While these places aren't as beautiful as some West Coast locations, they offer tourism, beach front, decent price, and are generally warm year round.
