I really don't think it matters one way or another if you have your real estate license as an investor. 

I would say that generally; getting your license will allow you to plant your feet in the real estate profession much more firmly out of the gate. You will be put a time and financial investment in to get your license and you will have something tangible pushing you through the initial tough times that new investors face. Many new investors stop before they have even started. You just need to make sure you put yourself in the right brokerage office. Don't be afraid to change offices and search for the right environment for you.

Without your real estate license, you will have more freedom and a difference set of opportunities. The rewards that you will see from hard work usually much greater, but the possibility of failing is much higher.

1. The list- I would target absentee owners that are 55+, 65+ if you can. 

First I would go to listsource and price out a list. Filter the criteria that you are looking for and before you check out, see how much the list will cost. Then call up the assessor and see if they will filter out the same info that you were looking for on listsource, be nice to the sales lady! Don't buy a master list. If they can do what you need for cheaper than go with the assessor. If you can't get what you wanted, save yourself time and hassle and go with listsource.

2. Mailer- Trigger Direct has great prices. They also have a good selection for you to look at. 

200-500 = $1.49 each

501-1,000 = $1.19 each

1,001-2000 = $0.79 each

2,001-5,000 = $0.69 each

5,001-10,000 = $0.59 each 

You are going to learn a ton after your first mailer. Try to have someone that you can lean on at the beginning. Try to get some good advice and capitalize on your good leads!

@Ron S. - I do not know if you are right in the legal stuff you said, there is probably a loophole in the contracts somewhere, but you can buy these lists everywhere. They are really expensive though (they are probably expensive because they are not public).

I copied the text right from a site you can buy 30-60-90 late leads from... pricing of the leads is included!

30/60/90 day late file (actual)

Target households with real time credit bureau information. These prospects are currently 30, 60 or 90 days late on their mortgages. Firm offer of credit and lending license information required. Pricing is .38 cents per record on 5,000 records or .43 cents per on 2,500 records.

Contacts as a wholesaler should be simple! Include major things but "kiss" method should be in place. As a wholesaler,  try to have inspection at least 15 days, I leave of earnest unless seller asks, it's NOT required (at least in AZ),  and try to have a cute period in the contract.

Moble homes are good (dare I say great) as rentals but in my experience terrible for flips. My people in my area, Phoenix, are looking for seller finance which doesn't do in the fix/flip model.
