I know very little about this, but what I do know is that the city is desperate for income. They will try to sell for super cheap (up front) but then have high property taxes or past taxes unpaid come back.

Comps can be tough, especially if you can't get an exact match. I would try looking around and seeing if you can find any other triplexes that have the same specs. If that doesn't work follow this link to J Scott's mini book on the subject, he breaks down how to adjust for near comps. https://www.biggerpockets.com/files/user/jasonscott/file/estimating-arv

 Private lenders are ok, but the money is not cheap. Try with your local credit unions first, try everyone in your city, and try to get a line of credit. That will be cheaper than any loan you can get from a hard money lender.

But your story is missing its end - 

Now you have $128K loan that you need to return.

Need to assure your monthly cash return from the rent is higher than your monthly loan payment so your cash flow will be positive (while taking into account unexpected expenses such as vacancy, repairs and such).
