Firstly the liens are sold at auction. While the nominal rate may be 20% it often gets bid down much much lower. In the last Baltimore City auction where the base rate is 18% the average rate was bid down to 7.7% Some properties were bid down to as low as 2%. 

While you do get to foreclose if the property is not redeemed, sometimes the properties are not worth what you invested.

The rules can vary tremendously by state and it is important you understand them.

If I paired up with an attorney....Do you think I would be okay? They know more laws and other things that I don't know.  I would also hope to get a foreclosure so I can flip it. That would be ideal. I really appreciate all your input. I want to view this from all different perspectives.

I was recently introduced to the concept of investing in tax lien certificates.  I guess you can  earn 20% on your investment and it could also possibly turn into a tax lien deed. Is this a relatively safe investment? What should I know? What should I be careful of? Has anyone had good or bad outcomes?

I like to allow tenants to have pets. There has to be a limit though that is agreed upon. I feel that if I allow them to have pets, they will be more long term tenants. It is hard to find apartments that allow pets. I also make sure I collect a security deposit in case there is any damage beyond normal wear and tear. If you do collect a security deposit, it has to go into an escrow account and it can't exceed one month rent.

Welcome! I am also from Massachusetts. What kind of real estate investing classes did you take? I recently went to The Flipping Formula preview. I didn't go to the three day seminar but I left feeling very intrigued.

@Dell Schlabach I am going in any direction of sales right now. I'm just trying to grab hold of opportunity as it arises. I do have an in interest in newly constructed homes. I would like to find out how to acquire listings like that. I am assuming that you need to know contractors? I also have an interest in investing in tax lien certificates. I don't know to much  about them though. I need to learn more before I act.

@Josh Parra that name Mike Lacava sounds soooo familiar. I was looking for events to go to. Thank you so much for this information. I will look it up.

       My name is Amber and I am very new to all of this. I am from Taunton, MA and I am also a licensed real estate agent.
