I am looking at a property that has this requirement:

Purchaser is responsible for providing a letter of corrections and stamped certified structural analysis from a certified engineer prior to performing any repairs or improvements to the property. 

What does this imply? Is there a major structural issue or a foundation issue? It is a SFH bank owned and foreclosed, but a twin but I'm not sure if someone is living in the other side.

@Roy N. THANKS.  If I wanted to run electrical wire for new outlets, will the furring strips accommodate that or is the stud wall the way to go? Also, with the stud wall option, can I add the rigid insulation between the studs and run wire there as well?

the wall is the the street facing wall, the building is a 3 stories multi, 1930'a, one unit per floor, I am positive there are at least 2 wythes of brick.  the building has not been maintained well at all so the trim, walls, all that are ready to be replaced.

@Matthew Woodin the wall is an exterior facing wall, the plaster is on the interior, so you are saying just leave the plaster on the wall and frame around it?  Would also appreciate more info on the math you provided, no idea what that means :)

2x4 is about 3.5"?  (The frame will only go on the exterior walls, interior walls will remain as they are).

Edit: I will have to rip out the trim, windows, etc- my basic question in can I frame over the plaster or does it have to be removed for some reason.  It is in good condition but I need the insulation and upgrading the outlets

Should I remove the plaster that is attached to the inside of an exterior brick wall, or keep it and just build a 2x4 frame and insulate, drywall, move outlets.  This is a 4unit low income property that I am upgrading to get better tenants, the plaster is applied directly to the brick and is very cold in winter

I have a multi that sits next to a city parking lot- drivers keep backing up into my yard's fence and destroying it.  I have photos and proof that the fence was in good shape before i bought the building late last year, and in the few months I've had it there at 3 huge holes in the fence.

My question- is this the city's problem to repair and put up concrete blocks?  I can keep repairing but they are making money from that lot, and people keep hitting my fence due to meters and concrete strips being too close to the fence.

Can I file a complaint or submit the repair bills and have them fix it and change the lot to keep my fence from getting damaged?

thanks everyone- am i required to send it to her case manager, as she says I should?  Meaning, if i send it to the old address, and it comes back undelivered (certified), can they make a case that I was supposed to send it to the case manager in the first place?

I have a very difficult section 8 tenant who wont give me her mailing address to send her security deposit back (or whats left of it).  She demands I work through her case manager.  Both are very difficult people, so frankly I don't trust either of them.

Am i by law required to send her deposit letter to the tenant or can I legally be allowed to send to case manager if that is what is requested?
