There are numerous federal, state, and local laws the govern where billboards can be placed as well as the types of structures that can be erected. Typically billboards require a state and/or local permit and there are usually defined spacing requirements (how far away you have to be from another billboard) as well as zoning requirements that are the largest hurdles to putting in a new billboard. Look into those requirements first before making any commitments.
