Is it true that a private money individuals (excluding institutions) can only lend 7 times in their lifetime in California before they need to process the loans through a brokerage?

I have a private investor who  wants to invest in my deals but is worried they can only do it 7 times before they're capped.  The investor is planning to fund the majority of a deal in first position with a deed of trust.

Any insights from the brilliant BP community are much appreciated!!

Do both managers (50%/50%) need to sign docs when selling?  Right now the title company is saying only one of us needs to.

FYI, we both had to sign when purchasing the subject property.

Any advice is much appreciated!!

A little about myself:

In State / Out of State? I invest in-state currently but open to looking at syndicated deals out of state.

Strategy? fix and flip, buy and hold of multis 8+, value-add multi-family/commercial investing.

Type of properties? Distressed, dilapidated, probate, fire loss, etc.

Looking for? Looking to meet new people/network. I'm looking for deals and happy to pay referral fees!

Can offer / knowledgeable about? I'm a wall street guy by trade so can share my knowledge/experience w/r/t the financial side of investing as well as general knowledge.
