I am a property manager at a lower cost, but market rate, (unsubsidized, no section 8, etc) SRO apartment building in Portland, OR. I have a long time tenant who is in his mid-60s and is becoming increasingly physically disabled due to obesity and diabetes. This has become an issue for the building because, as an SRO (single room occupancy boarding house), the bathrooms are shared by all tenants and this tenant has begun to inadvertently damage and dirty the bathrooms due to his physical disability. He has damaged the bathrooms due to his difficulty in standing after sitting on the toilet and now frequently leaves feces all over the toilet after using it. He is too disabled to clean the toilet himself. There have been a number of instances where he has had difficulty returning to his apartment and has soiled himself while in the common hallway. This pattern causes hygiene concerns for the rest of the tenants.
This apartment building is not an assisted living facility, nor is it set up to accommodate a person with disabilities. It is an 1895 building with no accessible entrance, lots of stairs, and bathrooms that were not designed to be ADA compliant.
Does anyone have advice on how to deal with this matter? He is an independent person who seems to be denying the changes that are happening to him and does not seem to be preparing himself for the future.

Hi Everyone,

I am beginning planning for a new build 14-18 unit, ~13,000 sq ft rental property in Portland, OR. I am starting to build up the team of the various external contractors I will need for the project. Does anyone have recommendations or suggestions for general contractors and architects with experience dealing with the city of Portland for a moderate size project like this? 

I am also interested in finding a local, reasonably priced, real estate lawyer who could assist me with the Land Use application process and potential tenant issues down the road. 

Any input would be much appreciated.
