New to OOS Wholesaling

Hi! I’m in SC where they recently “banned” wholesaling. I listened to the BP podcast with the SC attorney. How do you get photos, inspect and get quotes in other states? How do you utilize an investment friendly agent? What fees are paid to them? Do you pay closing costs to them? Also, how do you utilize auction.com or similar to wholesale if most properties say “cash only” and “100% due” when bid is won? Thanks in advance for any help! I own 2 small LTRs and want to wholesale to earn some capital so I can start flipping and STRs.
