Buyers keep backing out of offers, due to insurance; coastal prop

My dads house has had a few offers that have led to buyers backing out after learning what the price to insure it. He’s on a creek in coastal Texas (Sargent Texas) with new roof and near a bulkhead. Never flooded. With the storm/flood insurance rates these days, what’s the best advice to get this to sell?

Disclose in MLS the cost of flood, fire, hurricane... insurance from three carriers up front. Don't waste time with waiting for Godot again. There probably is another issue. Find out what the other issue is. Was it that it can't appraise for the sales price?
