Alabama tax lien certificates is confusing me
I have a rental property in Alabama that I have and due to an oversite, the taxes were not paid in 2017, 2018, & 2019 so someone bought the tax lien and paid the taxes for this year. 5/22/2021 , in 2 days the tax cetificate can be turned into a deed but the tax office says I can't pay the taxes unless I have the person with the certificate sign the Verification of Allowable Expenses by Tax Sale Purchaser form, which the guy will not do because he says he now owns the property and I can't redeem it. The tax office says he is not the owner and even if he doesn't sign within 2 days, I am still the owner and have another 3 yrs to redeem. His name is listed online as the owner, so another issue I have is the renter in the house is paying rent to me. Can they ask for the rent that was paid during any of this time or try to start collecting the rent ? What normally happens is someone refused the sign the form ?
