elevation certificate in Texas

I need your help BP. I've been owning a condo in houston for 2 years now. When I first purchase the property I didn't recall it being in a flood zone. However, I was shock to learn that now it's in a flood zone. The insurance company (Texas fair plan) is requesting that I purchase an elevation certificate costing around $400 before I can receive any flood insurance quotes. They will not even provide me with a quote with out the elevation certificate. This is very costly for me. The Hoa will not provide me with an elevation certificate either.

My question is, are there any ways to get around needing an elevation certificate for flood insurance when my property is in a flood zone?

Secondly, are there any companies anyone can recommend that will provide me with an elevation certificate at a low cost?

There are some new programs (called Private market Flood policies) that do no require elevation certificates. Check with your agent. If they can not access them PM me and I will let you know the companies we use and see if I can get a list of agents in your area.
