General Liability insurance for townhomes in texas

Hello All,
I've ran into a situation where a mortgage lender is mandating that a general liability insurance for a townhome community must carry a minimum of $1million per occurrence. They are claiming that this is part of Fannie Mae u/w guidelines. Is anyone aware of this? If so can someone please help point me to the place I can find these guidelines? I'm trying to get the Townhome HOA to increase the liability policy but they need something from FannieMae to make their case.
