Title Issues / Deed - Different States

Pennsylvania has proven to be a difficult place for HML to do business with new clients, specifically Philadelphia and some surrounds counties. Deeds are not registered in some cases up to 90 days making title insurance impossible. Has anyone dealt with these issues in PA or elsewhere? Want to get an idea of how other major areas operate. In places where counties E File things move quite quickly. NJ is not an issue.
