Can you get an HO3 insurance policy for a triplex you live in?

I'm under contract trying to purchase a duplex with a carriage home.  I will be moving into the carriage home.  It's an older house and it's currently fully occupied.

I'm trying to get insurance for the property and it's been a challenge.  I've received several quotes that came in very high.  Finally I got a couple of quotes that were reasonable.

The first quote set me up with a DP1 on the main house and a HO3 on the carriage home.  

The second quote was for a HO3 policy that would cover the entire property.  This is less expensive.

The broker for the 2nd quote assures me that he spoke with the insurance under writer and that the HO3 policy is correct for my property.  According to everything that I've researched I can't find a definitive answer on if he is correct.  The broker for the first quote is very confident that the 2nd broker is incorrect.

Has anyone got their first house hacking property with an HO3? I am in PA.
