Need Help! Cabin burnt down mortgage company won't release funds to finish building

Our cabin burnt down. We are trying to rebuild we're about 60% done and the mortgage company will not release the insurance money to pay the builder because the builder won't sign a release of lien. Which I understand because it's basically saying that he has been paid when he hasn't. Has anyone ran into this issue and knows a solution?
