Insurance companies coming back to Florida?

Recently, I've noticed a trend: several insurance companies have reopened their doors in the past few days. This was unexpected. I'm inclined to think this resurgence might be tied to both the "El Niño" phenomenon and a rigorous crackdown on industry fraud.
