Re-inspection of Roof by Insurance

Hello,

We opened claim to replace the roof because of wind/hail damages (we have the coverage). We got it inspected by 3 licensed roofer and everyone said that Insurance company should pay for replacement. When I opened the claim and Insurance company inspector went out there with my choice of licensed roofer they perform brittle test etc. I spoke to inspector he sad insurance should cover it. However, when the claim processed sent me final letter they said we have to fix some part of the roof with gutter and it should not cost more than $1300 which is less then deductible so claimed was denied. 

I have spoke to roofer and they said as per Texas law you should be allowed to get re-inspection upto 3 time and insurance company said no. Any suggestion on how to go about it? Has anyone experienced on replacing roof on insurance company money?
