California Fair Plan Property Insurance

Does any have experience with this insurance carrier when it comes to rehabs? It seems to cover vacant properties and it's pretty darn cheap compared to other vacant policies I've seen. It doesn't cover vandalism but maybe that's okay since it saves so much money.
