New Investor to Philadelphia Area Need Help With Regulations

Hello all! I'm a new real estate investor looking to wholesale property in the Philadelphia area. Unfortunately, I've decided to get into the wholesaler business at the same time Philadelphia decided to regulate it more strictly. So, in order to perform as a property wholesaling business, I have to be certified and need to have general liability insurance. The problem I continue to run into is insurance companies not knowing how to give me a quote. If there are any investors/wholesalers who have dealt with the regulation and can give me any advice on how to find insurance for my business please let me know!
