Is there a way to predict holding, utility, and maintenance costs

hello,

I was analyzing a deal first the first time and I stumbled on 3 things.

-predicting pre rent holding costs

-predicting utility costs

-predicting maintenance

The deal I'm analyzing is located in Sunrise Manor in Las Vegas Nevada if it's of any help.
