Where to find a person who "Buys Houses"?

My mother has a sfh that she wants to ditch. She has even thought of giving it to the county as opposed to paying the property taxes. It is in a depressed area of the country(Southern Illinois). How do we get rid of this? How do I find a person that wants to purchase?
