Determining Investor Value of a Market

We've ALL heard the formula. ARV x .70 - repairs - fee = MAO. But I've heard from experienced investors that that's just not the case in an ever-changing market.

** How can I figure out what % investors are paying for properties in a specific market? **

This could save me a lot of time and money so I’d love your input. Thank you
