The duplex with the eyesore next door

Ok... The Duplex has two problems. The first issue is the the house next door, the owners have built on an addition and have chosen to leave the outside unfinished. This dose not seem like a big deal but they have done some strange things such as screwed fencing to the side of the addition and it has made it look terrible.

The second problem is that there are renters on a lease and there rent is below market value quite a bit. there on a lease until November.

I have an other option for a duplex that is in the same area off the main road and in between 2 very well kept properties the rent is almost at market value and the leases are month to month. But the tenants have been living there for a very long time and the property need some work. also they are asking for a bit more on this property.
