Is anyone in CA doing wholesale deals on pre-foreclosures??

To start off, I just want to say I have read California civil code 1695 and understand the legalities around purchasing properties from those in the foreclosure process in California. What I do not understand is that there are investors out there who say they are wholesaling/double closing these properties. 

Can someone give me insight on how these offers are being made while still complying to California civil code 1965? Excuse me if this is incorrect, but can I just make an offer on a property in pre-foreclosure as long as it is going to satisfy the mortgage on the property? 

Appreciate any insight you may have to offer, and I would love to hear if you are actively doing these deals. Up til this point I have only focused on other types of distress.
