Application for Inspection Warrant

Hi all, came across a vacant property the other day, with a legal document attached to the house.. Turns out it was an Application for Inspection Warrant, and whoever's name was on the document had to be in court on Jan 31st to defend it. Anyone have ANY idea what this means?

Do your homework. Go to the agency that is cited and ask them what it means, the implications, and what is necessary to correct.
