Can’t reach holdover tenant to serve notice to quit...

Hey guys I’m new to flipping property. Purchased  a property there the tenant has been holding over. I have sent a notice to quit certified usps with return receipt. However, the post office has attempted to deliver my letter to no avail. What should I do?? Could I have same one go in person attach letter on door and record video as proof??
