Finding Seller/Determining Price

I’ve found a distressed house off market, according to Zillow. Now I have to find the owner(that’s obstacle 1). It’s list as a -bed 1 bath, not sure what that means I assume 1 bed/1bath. Anyways it was sold in 2002 for 88k source public record.

The surrounding neighborhood has an average of sold price of 110k. What am I basing the ARV amount on? The last sold or surrounding houses?

I’m using this house as a learning opportunity, been researching about a month and thinking of just jumping at it.
