Executory will NOT release Property to Heir until taxes paid.

Hi All, I have been searching BP for a answer to my question but did not find. Forgive me if I missed it. A property fell in my lap today for wholesale. Daughter wants to sell. Mom died in April 2019 and the Executor of the will was in charge of distributing property to the owners daughter. She has not done that and the taxes for 2019 were not paid on the property. The daughter wants the property signed over to her now so that she can sell it and the taxes will be paid out of the proceeds at closing. Executor is refusing to release property to daughter until she pays the taxes. From my understanding, the executor should have paid the taxes already? And does she have the right to refuse to release the property to the heir because of the delinquent taxes?
