Seller offer negotiation

I’ve heard when making an offer with a seller that you should offer so low that you feel bad about yourself about the offer. Is this a good thing to practice?

If you’ve found the one location in America that is a massive buyer’s market more power to you. I’m assuming this is somewhere outside of Texas.
