Wholesaling in NY/ Long Island help

Hello, I am a new wholesaler here in ny and have a seller interested in selling, I just wanted to know how to give an offer on a property with an arv of 300k (which I got from seeing all the sold comparable properties in the last 6 months) and I want to give myself 5-10k in assignment fee? I don't know if the 70% rule works in ny as well. the arv*.70 - repair - fee, idk if that works in ny or its different. please explain and if you have a better way of getting the ARV please do advise. thank you happy holidays.
