I need to get leads of motivated sellers. I don't want to do bandit signs as I don't want to get pinned. What can I do to find motivated sellers

I am going to be blunt here not to be a jerk but to open your eyes and move you in the direction of “effort”. Your question has been asked nearly a thousand times here on Biggerpockets. A simple and quick search of “finding motivated sellers” or anything similar will yield many many posts on this topic. Do some due diligence on your question, it is all available and free here but don’t take the lazy road to get there. There are NO short cuts to this business.

Secondly, do you honestly believe that one can simply just buy a list that magically contains leads to motivated home sellers that are ready and willing to sell now or in the near future? If it were that easy, everybody could and would do it. Finding the deal is just about everything when it comes to wholesaling so you need to be proficient at “marketing” because that is the business of a wholesaler, it is not investing. 
You will here some preach about bandit signs (illegal in most municipalities), door knocking (a great way to both find leads and learn your local market), internet ads like Facebook, etc, websites and landing pages using SEO (search engine optimization), billboard ads, bus bench seat ads, direct mail letters and postcards, and the list goes on. You will also here about using companies that sell lists - keep in mind they sell these lists to numerous people all of which blast these poor folks on the list with ads and such. I can’t imagine that working too well however, admittedly I have no experience as I have never done that for that reason and a number of others.

Bottom line, start pounding the pavement and researching for info, when you put forth effort, it will typically pay off in the end knowing failures will come and go along the way - also part of the business.
