I am from New Castle County, I have looked everywhere about the legality of wholesaling without a license and how it varies from state to state. 
https://delcode.delaware.gov/title24/c029/sc01/ this is the Real Estate Statute for Delaware 
I just would like a solid response on if it is or not? I am new to this, any advice or comment would be appreciated!
