Wholesale in rural cities

I'm interested in wholesaling in Williamsburg County South Carolina. It is a poverty area with about 30k population. About an hour away from any city. Schools suck. But there are so many damn fixer uppers here!! Is there really a market any place as long as the price/ROI is good enough? This place is very rural.

Anybody here familiar with that area?
