Looking up investors through public records?

I know this probably is posted somewhere but I cannot find it, so here it goes...

1) Do i look up an investor from Assessor and Property Tax Records or Land Records and Deeds?

2) If the mailing address does match the actual property, is it most likely that the persons just a home buyer? And if the mailing address does not match what does that indicate? Is it an investor? Also if I sent direct mail, what should I write? Thanks.
