Very Motivated Seller with no equity!!!

Ok so I have a soldier who is stationed in Germany and has a property back in the states that he's trying to get rid of. The property is worth about 100k and he owes about 130k with a mortgage payment of about $930 per month.

He said that he is willing to take a lost but I'm trying to figure out how I can make this deal work. There are no comps in the area within the last year, I know the neighborhood and it's pretty nice but homes just aren't selling in that area.
