Wholesaling without a contractor?

I was told by a mentor (we only text since he's so busy which isn't helpful) that he doesn't use a contractor or assessor to evaluate the properties after getting an assignment. He basically says that he calls the motivated seller and once he gets the deal he will have the buyer assess the property themselves (or with their own contractor). 

I was confused by the because everything I've read has stated that once you have the assignment (or sometimes before it) you as the wholesaler is suppose to send someone to evaluate the property (if you can't do it yourself) to get an idea of the repairs/etc. 

All I need to know is how to wholesale homes with the buyer assessing the property themselves which would save me a lot of time and money. I hope someone here can explain this or just walk me through the basic steps of what do after I find a motivated seller. I already do cold calling for a living and this should be easy, but I'm confused of what to do after finding the motivated seller.
