issues with contacting owners

So I've been trying to work with Pre-foreclosure to find some motivated leads. My question is how does one go about contacting the owner of the properties. I'm beginning my wholesale career in Baton Rouge, LA. I know the laws for Pre-foreclosure are pretty finicky by comparison so any advice/help or conctructive criticism is welcome.
