Can you make a deal if owners owes more than property is worth

Newbie trying to learn how to make a deal. Spoke with a family member in a tough situation. Owner owes 110k property is worth 70k . Owner jus wants out sell house as is but trying to get top dollar. What diffrent strategies can I use to possibly make a deal
