Need good cover letter to enclose with blind signed cash offer

After scrubbing my AgentPro247 list of delinqent tax and absentee owners, I have a satisfactory one page offer form, but I need the text for a good cover letter.  This would be a 2-page mailing via Click2Mail. Page 2 is my signed offer. Page 1 is the cover letter I need.
