how to find cash buyers

Last time I posted I was looking for an investor friendly realtor around the Cleveland area of Ohio and Charlotte, Nc. I think i bit off a bit more than i could handle looking at two areas. Thank you to the people that replied. I did find a realtor in the Cleveland area.  I have since started to build a cash buyers list.  I have connected with some really good investors. I am looking for more and I wondered if anyone is interested in being on my Buyers list. Please get in touch.  Also as an investor not from the USA can anyone please give advise on strategies they might have implemented on limited funds. Is the best option to write offers and assign contracts and then build up cash to then fix and flip?
