Finding property owner through utilities?

Is that an appropriate method to use to find the owner of an abandoned house? Meaning if I call the City of Phoenix are they allowed to provide the information (name, mailing address, etc.) of the person who last paid utilities on that house?

That method may or may not work due to a renter may have been paying the utilities or had them in their name. Go to the county assessor site and look up the property address and it will give you the owner there. https://mcassessor.maricopa.gov/index.php
