How to find the owner if He/She does not reside in the location

Hi, I am a noobie here and was looking into becoming a wholesaler and working my way up to being an investor.  There is still one aspect of wholesaling I cannot wrap my mind around.  How do I find an owner of a property (knowing the name and current on taxes paid) if they do not reside in the property.  Is there anyway to find a phone number to the attached property?
