Direct Mail Campaign for Wholesaling

I'm looking at including a Direct Mail Campaign to expand my Wholesaling business. I need some feedback on the action steps below:

1. Obtain mailing list (list source.com) for absentee owners in my area (How many names and how many mailings?)
2. Create and send out marketing piece. (This is an area where I need advice). What is the best method to create a marketing piece focused on absentee owners?
3. Best response mechanism:
- Direct calls to my cell phone
- 1-800 # with recorded message to capture information.
- Refer response to website to capture information. (Best website source?)
4. Best followup techniques on responses

Any and all suggestions/modifications will be greatly appreciated
