Buy a house out of a Package

I'm researching and learning about the wholesaling world. Its an awesome journey.  One question...I'm considering a presentation of an offer to a resident.  They are behind on taxes and facing county foreclosure.  This one property in particular was apart of a package deal.  If the entire loan is not paid off...that resident cannot remove that property from the package can they. ??
