What to do with wholesale houses that don't need rehab?

let's say I have a motivated seller selling a house with an ARV of 176k. It needs $0 in rehab. The formula would say to offer $118,200 at 70% and a $5,000 wholesale fee.

I would resell it for $123,200 to a someone who would rent it out or resell it to a retail buyer? Why wouldn't I just sell it to retail buyer myself?

If the house is fully remodeled, I would offer a 1% rule - wholesale fee if their motivation is to sell quickly. However, if there is no rush whatsoever, I would rather advise them that they would be better off listing it with an agent, and I can usually refer one.
