First Mail Campaign

I have my plan set up for my first direct mail campaign and wanted to get your opinions/advice before putting into action. 

Target Criteria:

3br/2ba, absentee out of state, 60%-100% equity, XYZ zip code or county. ARV less than $150k

I plan on starting with yellow letters the first round and sending out 100-150 each month. Following up with postcards every 3 months. 

A few questions I need help with.

1. Is 100-150 too little too much for a mailing list?

2. I don't have a buyers list yet, a good deal should be easy to sell right? 

3. Podcast #37, the guest says that he think starting with rehabs will make being a wholesaler easier. Agree disagree?

4. How do you estimate rehab without seeing the house?
