Where's the owner!

I have been looking at this vacant property for a while now. Long story short , home was getting re modeled owner is delinquent ontaxes since 2015. Propert left under construction. I was thinking of sending a letter to the property owner, but he does not live at the property so I'm sure he will not receive my letter. I went on to LA Tax Assessor website but found nothing. How can I figure out where he is actually staying or get his phone number? Thank you, David

I just saw in another thread someone mentioned beenverified.com for finding sellers. They give you email and phone number and it costs $25 a month. I haven't tried it so can't vouch for it, but that seems pretty reasonable if you are looking people up often enough. I might try it myself soon.
